Homes here range from classic low-country cottages to newer construction built to maximize rental capacity, and the absence of a master-planned association means fewer covenant restrictions on rental use — subject, always, to the Town of Hilton Head Island's STR permit requirements.
Sea Pines Resort and Palmetto Dunes Oceanfront Resort offer four-bedroom homes within gated resort communities that also permit short-term rentals. Sea Pines — the island's largest resort community, anchored by Harbour Town and South Beach Marina — carries a broad inventory of four-bedroom detached homes and larger villas across its lagoon, golf, and oceanfront settings. Palmetto Dunes presents a similar profile, with the noted exception that the Leamington neighborhood within its gates prohibits short-term rentals for single-family detached homes. Buyers with rental intent in either community should verify the specific sub-neighborhood covenants before proceeding. Folly Field, Singleton Beach, and Burkes Beach round out the STR-permitted tier, each with its own density and price profile.
A four-bedroom home in an STR-permitted community carries a defined operating cost structure. The Town of Hilton Head Island's 2026 permit fee is $150 per bedroom per year — $600 annually for a four-bedroom property — plus a separate Town business license. On top of that, operators are subject to a layered tax stack on gross rental revenue: South Carolina state sales tax, SC state accommodations tax, the Town's own accommodations tax, and a Beach Preservation Fee. Industry estimates place the combined effective rate in the range of nine to thirteen percent of gross revenue; buyers building a pro-forma should verify current rates with the Town's Revenue Services Office at the time of purchase, as the structure has evolved in recent years.

Buyers should verify how the home's bedrooms are configured against local code definitions — a room marketed as a bedroom must meet egress and square footage requirements to qualify under the Town's STR permit and, where applicable, for rental platforms that require code-compliant sleeping areas. This matters particularly in older Forest Beach and Folly Field homes, where additions or conversions may not carry permits.
Community covenant review is non-negotiable. The prohibition communities above enforce minimum lease terms ranging from 90 days to six months; a buyer who intends rental income and purchases inside one of these communities without reading the covenants will find the property cannot deliver its underwritten return. Beyond rental rules, buyers should review HOA or Property Owners' Association fee structures, any community-specific rules on occupancy, parking, or exterior modifications, and — for properties inside Sea Pines or Palmetto Dunes — the resort's own overlay rules, which operate alongside the base POA covenants. A qualified real estate attorney familiar with Beaufort County and Town of HHI covenant law is a standard part of the closing process for out-of-state buyers.
